I am not sure. I'd start by going to the Montana FWP license page. I don't know what the odds are as it changes depending on how many they sell for each species. I'm pretty sure it's about like buying the winning lottery tag, but hey there's a chance! They are only $5.00 each. I usually buy around $100.00 of Supertag chances each year.

until you win.... as a non-res, and have to pay the full tag price...imagine....sheep, goat, moose trifecta, lol.
