Most of the time. There are occasions where special odds are actually worse than regular odds. Usually happens when there are very few tags given out.

There is no difference in the tags once drawn... the theory is that the higher priced tags should be easier to draw.

The tags are exactly the same. They are just drawn from a different pools of applicants. The special tags were set up this way because the outfitters wanted a way for their wealthy clientele to increase their odds of drawing a tag. It worked in the beginning but nowadays means virtually nothing. In the hard to draw areas the odds go back and forth as to which tag will do better in the draw in any given year. It's a crap shoot.
