Second any deer tag

I am elk hunting in Wyoming this September (I drew my tag) and as it is a long way for me to travel back and forth I was wanting to try to hunt both Whitetail and Mule deer. I have a bunch of preference points which I will use if I really have to, but I would rather keep my points and try to draw region W as a second choice. Where I am located I cannot access the statistics on the G & F website so I wanted to know if I can do that? I am prepared to buy the special if this will help.
My second question is I want to try to buy a leftover area 23 -3 whitetail tag can anyone tell me if that is a probability? Thanks all.

It doesn't look like you're going to draw W as a second choice. This bad winter may even make it worse. 23-3 was leftover last year but who knows this year

The leftover tags will probably go into a draw this year. It says "proposed" right now but I think it will pass.

Can someone clarify this for me? I've been strategizing to apply for unit I can't get, and then listing my second choice to save my points and get that general area. Does this new drawing now mean that only first choices will be awarded and then if you don't draw you have to enter this leftover draw? Or, are these left over tags...the tags left over after first, second, and third choices are awarded? I'm assuming so but every knows what assume means.

Nothing is different with the original draw. It's just that the leftover tags that in the past have been up for sale, first come first serve, will be in a second draw. The WGFD makes more money that way! $14 per application.
