Quota you want to talk about Quota?

Yes, I want to talk about Quotas. As I pour over draw odds and tag choices I am a bit confused. When the State of Wyo says 2015 Quota 2 as far as simple odds but shows Quota 6 in the preference point drawing all for non resident...what does that mean?!? is the quota 2 or 6?

I know I'm missing something...

Each area has a quota, which is divided between residents and nonresidents. For residents, it's very simple, one quota, one draw pool.

For nonresidents, there is a regular price and special price draw, each with its own quota, and a quota for both the preference point draw and the random draw. The preference point draw is probably what you want to look at. 75% of NR quota goes to pp holders, 25% go in the random draw.

So, in your example, the total quota in that draw is 8. 6 go to the pp draw, 2 to the random draw, which accurately represents the 75/25 split.

OK. I'm down with that it makes sense...if we were to compound the equation with a special tag and the hopes of drawing second choice? I'd like to continue to bank PP two more years. Does the special tag carry any real weight as it relates to second choice?

It can, if there are a surplus of tags after the first choice apps are considered. You can check this by looking at the special random draw. If the total quota exceeds first choice apps, there will be second choices considered, then third, etc...

I follow that as well...does the special tag carry any "weight" in consideration of a second choice?

Only in that the special draw pool generally has better odds because less people are willing to spend the extra money, so there is less competition for the available tags. This is not always the case. Sometimes the regular draw has nearly the same odds and I've even seen cases where the odds are better in the regular draw. With regard to second choices, those choices are only considered in the random draw, and once in that draw, everyone is on equal footing.

The odds report is not an odds report, it's a demand report. In your example, the quota was 2 and the allocation was 6. WY fills the whole party when the party is drawn up to the party max, which is 6. So, as an example, a specific hunt with a nr quota of 1 could be drawn by a party of 6 and all would get tags and the demand report would reflect that allocation.

With respect to you comment. I went back and looked at the old style MRS and there was a column for first choice and for second choice and that column for second said says "yes", "no" or "yes special" only for each unit in question...what was that referencing?

Yes = based on the previous years draws you could draw a 2nd choice in the regular and special draw
No = based on the previous years draws you could not draw a 2nd choice in the area in either draw
Yes special = based on the previous years draws you could draw a 2nd choice, but only in the special draw
