Mostly private property. The problem is the land owners don't let you hunt unless you pay them big$$$. They need a better plan for resident access.

They struggle to sell all the cow tags in those areas as it is. The few guys with access may shoot an extra elk or two but in general this is a feel good measure that doesn't address the real issue imo. How many people really want more than 2 elk a year? Maybe a few guys like wytex and Buzz will shoot one or two for fiends but I'm betting this doesn't make a dent in the population.

If the ranchers/farmers really wanted to solve THEIR problem with the over population of elk, they would let hunters hunt on their property for little on no trespass fee.......and that ain't gonna happen!
They want best of both worlds they want to reduce the elk population but also make money at the same time, they have to give one or the other up.

It is way more fun to read articles about what to do with all the elk than the articles about the declining deer and antelope populations. Hunters are going to have to earn the trust of the landowners if they want access to these elk, some landowners will never let hunters on their property and many others see the money being spent on outfitters and think they want their cut. Sadly, that is human nature, but I am sure there will be a few lucky hunters that will get access to some of these private lands, probably not enough to make a dent in the population but at least there's some positive news about game populations coming out of Wyoming.
