I think you can skip a year of entering for points and retain the points you have. But if you skip 2 years you lose your points. So lets say you have 2 pp for deer, 2 for elk, and 3 for antelope. You know 2 points should draw general deer tag so you only buy pp for elk and antelope and go 2 years not buying deer pp. Will you keep the deer points or do you need to buy another deer pp to keep the 2 you have.

The way I understand it, it is species specific so you have to purchase 1 deer PP every two years to maintain your points. I could be wrong but that was always my understanding.

As CC says, species specific. Also, keep in mind- Just because you can draw now with 2 points doesn't mean that number will hold static. Point creep is real... You would likely be best served buying a point to stay ahead of the crowd.
