New to Idaho-Archery Elk Hunting this year

My wife and I just moved to Boise from Sacramento this past October and this will be our first year hunting Idaho. I'm not sure where to go, but was looking at Units 24,25,43, and 48 primarily and 33,35, and 36 as secondary, in addition to putting in for a deer and elk controlled hunt. Assuming I don't get drawn for either of the controlled hunts, does anyone have info on any of these units, good or bad? I noticed on the IDFG Elk Population map that 33,35, and 36 are not meeting their objective elk numbers, however, they all had 29% or better archery success rates in 2014, as well as all three having less than 200 tags sold for each unit, which tells me there's little pressure. If anyone has thoughts on this, that would be much appreciated as well. I think my number one OTC unit I'm looking at is 48 and that is mainly because I can get a deer and elk tag for the same time I'll be hunting, and both are either sex tags, which is good as a last resort to get meet in the freezer. Sawtooth zone will not meet elk density numbers anytime soon...and as for the harvest numbers per units/zones, I'm in the "little suspicious" camp on a number of central areas I've hunted for decades. Some of those numbers just don't make sense.
