I worked in private construction for years, I've been working for the state for 2 years and im amazed, waste of $ is an understatement.

We are talking about it now in AP U.S. History and how bad it is. Instead of getting rewarded for saving money on their budget, they get rewarded if they spend it all. Unreal how bad they are.

Alot of them will loose the money the next year if they dont spend it. Pretty stupid system if you ask me.
