Yes, that's the general idea. The problem is that one can never count on this being "the year".

EL Serio, just buy points till you think you have enough and want to hunt

As far as sheep, mtn goat and bull elk there are tags drawn every year by people who have many less bonus points than the max bonus point holders.
So you can never really tell when you have "enough" points.
