I'm with Colorado Cowboy. Wild, big game animals are owned by the government, which means that We, The People own them. We, The People retain ownership rights of wild, big game that are on private property; however, private property owners must be able to charge what the market will bear for access to hem. Bottom line: tags ought to be distributed fairly, not selectively.
Big game that are ranch raised are private property. Owners of such animals are their private property. They can do what they desire with them. What private property owners do with their private property is their business.
