We used to have folks that had a second home here in the Vail area who would try and get a resident big game permit by using their Colorado home address and a utility bill. Some actually accomplished it. Then the old Colorado DWR chomped down hard on the retailers who were selling the permits a few years before they started to require the Conservation Certificate.
