Help me understand the draw

Your second and third choices must have tags left over after the first choice draw is done, in order for there to be any tags for the second choice draw.

For your second choice, you always have to select a tag that will will likely not draw out in the first choice.

It looks like there was a fair amount of point creep on several units.
