First time I saw it done was in 1980 in Wyoming. The Rancher where we were hunting used a long pole (about 5 or 6 ft long) and attached a red bandana on the end and started waving it at some antelope that were about 6 or 700 yards away. My son had a doe tag and a couple of them came trotting up to see what was going on and my son shot his doe. They are very curious.

May have to call the fish and game dept. to find the real answer.
I like ColoradoCowboy's answer. I have never heard of it being illegal. That said, I have only seen the technique work marginal over the years, it's not like every antelope will come a running at the wave of your flag. You have to get the right goat at the right time to get curious.

A buddy's grandpa told me one he would tie a white cloth on a fence. Then he would sit up about 100yrds away. The rag would move around in the wind and some antelope would come in closer to see what it was. Said made from some close shots sometimes but it didn't work a lot.

I would make the call. Don't take someone's word for it, let the DOW tell you! I know they outlawed in SD but not sure about wyoming!
