Can someone explain to me how the draw system works where some years your odds are better applying for a regular license vs a special license?
It doesn't make any sense to me.

Generally speaking odds are better in special but sometimes more ppl apply in the special(which already has less tags) thinking it will give them better odds so then it’s less ppl in regular draw which increases odds. This is an anolomy though and not the rule. Every yr can be different depending on who jumps in at what point level.
Just depends on how many people apply in each draw.
It was created to give people with more money better chances of drawing the tag, but in many cases so many people can afford to be in the special draw the odds can actually be worse.
They need to come up with an "extra special" draw that is double the price of "special" IMO since so many people already seem to think they are special.
I applied in the special draw for years without drawing but with max points this year I decided to mix it up and apply in the regular draw and I finally drew.
