Does NV have a discounted license for NR youth or do they have to pay full price?

Am I correct in reading that you can't purchase one of these left over antlerless deer tags if you did the year prior? I drew a buck tag in a different zone this year, but I'd love to fill the freezer with some meat. Last year I purchased one of the doe tags in 101 for $42 and was hoping to do so again, but it doesn't look like I'm eligible...

Nevada only allows you to have one deer tag, either buck or doe. You can't have both in the same year.

It's been probably 30 years since we were able to have a buck and a doe tag here in NV. For a while we had a pretty good deer population.
Those were the good old days.
