In a situation where a preference point tag has, for example, 2 licenses left but the next in line according to preference points is a group with 3 people in it, how is that handled?

They will fill the entire party, even if it means going over by a tag or two. For example take a look at area 67 non-resident antelope regular pp draw for last year. The quota was 25 permits- 26 were issued. I have called to ask this specific question because I had seen examples of this in the draw results. They said they will fill the entire party. The rules may be different for areas with only one or two permits but for normal areas, this is how they handle it.

I called and asked the same question on a similar unit for antelope and was told the same thing. They issue tags to everyone in the party.
