Seeing that you are a non resident you might not have many options.

I suggest that you go to the statistics page and see where you can draw with 8 points. I know that you said that you have 9 but if you want better odds you will look at those units where you can draw with 8 or even 7 points

JimP is right on with this advice. My CO elk tag last year jumped from 8 to 11 pts., and luckily I had those 11 pts. I have been point creeped 3 times in CO units that I expected to draw in. Sometime you feel like a dog chasing his tail. All it takes is some media posting on a big critter shot in a particular unit, or one that is upgraded to "blue chip", to change the whole numbers game.

Or just a bunch of hype about a unit, even when it is historically considered to be a poor hunt area. Look at the tags selling out in WY lope units that suck. I know it beats sitting at home, but these went to 1st choice applicants after the hyping on several forums.
