I logged my FIL into the site and got his account a setup and past information transferred.
However, when I purchased his elk point, it cost only $3.00. This amount is only the nonrefundable portion.
Is this correct? Will they charge my cc during the draw? I should also mention, the site kept messing up and rerouting to the F&G home page as well.

Age may have something to do with it....What is his age?

If he is over 65 he doesn't require a habitat stamp and that is why you were charged the $13. $10 for the stamp and $3 for the application fee. He is just charged for the application and then as was mentioned he will be charged the $40 for the PP at a later date.
