I found something that either CP&W made a mistake or they are considering changing. I the current 2022 Regulations, Hybrid Draw is for residents only. It clearly states that Resident Preference Point only are used in the Hybrid Draw. On the first page under Hybrid Draw omits the residents requirement. On page 2 under definitions, it is back in the Hybrid Draw.

I am hoping that it was just a mistake and they are not considering the Hybrid Draw eligibility for all preference point, Res & NR.

Considering the changes and proposed changes to the Wyoming split between NR & Res tags, Colorado is really generous to nonresidents.

What happens is that if you are a resident and you want to apply for one of the hybrid draw units, you put it as first choice. They take a certain number of the hybrid draw unit tags (It varies by unit depending on the number of tags allocated to the unit) and after they have drawn all the tags, all the non-successful applicants with more than 5 points, draw for the remaining set aside tags. At the present time only RESIDENT points are eligible for the hybrid draw.

I do know, as about 10 years ago I drew a hybrid tag. The general draw took 15 points or more to draw, I drew with 8 points.

It was an antelope tag in northern Colorado. My hunting buddy and I had antelope tags for Wyoming and I would hunt the Colorado antelope on our way home. Colorado has a short season compared to Wyoming. When we were hunting in Wyoming, I got a call that my Dad had passed away in California. We broken camp and went to my place in Colorado. On the way home I stopped in Craig and turned in the tag. Got my points back too. So I didn't get to use the tag. Funny thing is that they started issuing up to 300 additional tags and the point dropped a ton. Not a hybrid unit today....and the hunt is not as good either.
