CO Deer Refund

Very basic question:

This was my first year applying for Deer in CO. Applied for hunt i know i won't draw to get my point.

When i was about to finish and pay, the "refund" section/line said "leftover list" or something of that nature.
When applying, i am almost 100% certain i clicked "refund".

Either way......when i don't draw...
I'll get my refund right?

If or when you don't draw what they are gonna do is send you a list of tags that were left over from there I believe you can either pick up one of these tags and still have your pp, or get a refund. So it still gives you a chance to hunt I always click the leftover list you never know when one of those units had some leftovers that might be pretty good.
But you will still retain your pp even if you draw a tag from the leftover list.

Unless they changed things in the last few years if you clicked "refund" they will just send you the refund.

If you checked the "leftover" they will send you a leftover list of deer hunts.

Also the refund minus the preference point money will be sent out in June

Can a person view the leftover list on the Colorado web site if we didnt click the leftover list when we filled out the application? I just hit refund on mine. Another question about Colorado deer. I seen last year that my area and season had leftover tags. So are the leftover tags from the resident draw or non-resident draw or both? It didnt say, and im guessing for me as a non-resident i could only get the leftover tags if they were from the quota for non-residents am i right? Or do they just pool the leftover tags and do a first come first serve type of liscense issue? Im not familiar with Colorados leftover tags. Thanks

You'll be able to view what is left after everyone that clicked on "leftover tags" have had a chance to pick one if they want to.

I am pretty sure it is then first come first served on what is left.

Ok, so the people who clicked on leftover tags on the computer get first shot at them, and if any are leftover then the general public has a chance? If thats how it works i wonder if i can get back on the computer and click the leftover list so i can maybe get first chance at the tags? I will know if i draw any goood tags in my state by then and can adjust accordingly. Thanks for the info

Yes leftover gets first crack at them, no you cannot get back on and change your choice. Colorados new deal is resident leftovers stay resident, non resident leftovers stay non resident I believe, I'm not 100% on that part of it yet. I do know that if a tag is returned it stays resident or non resident that I'm am for sure on.

Dangit! was hoping to change from refund to leftover list I honestly dont know how many non-resident tags were leftover, maybe it was just all resident tags. The booklet just had the asterik on my hunt code that said there were leftover tags, didnt specify if it was from residents or non-residents. Thanks though

Per the book residents to residents, non res to non res. However tags during the leftover

» LEFTOVER LIMITED LICENSES
These are available to both resident and nonresident hunters. They are the limited licenses
remaining after the draw and leftover draw processes, and go on sale in person and by phone
at 9 a.m. (MDT) on Aug. 1. Call 1-800-244-5613. These licenses are sold by different methods
at different license agents on Aug. 1. Contact the license agent you plan to go to for details.
They also are available online on the CPW website starting at midnight Aug. 2

2017 LICENSE REISSUE POLICY
■ Any license that is returned to CPW that took 5 or more preference points to
draw will be manually reissued to the next eligible person based on the
residency status of the returned license.
» If a resident license gets returned, it will be reissued to a resident; if a
nonresident license gets returned, it will be reissued to a nonresident.
■ For each license returned, CPW will contact the next 5 people from the
current year’s draw order.
■ If one of those individuals accepts the license from the manual reissue process,
all of that person’s preference points will be used.
■ If a person has a current conflicting license for that species, they may
exchange their current license for the one being offered.
» The exchange fee will be assessed, which is fifty percent of the cost of the
original license, not to exceed $25.
■ If none of those 5 people accept the license from the manual reissue process, it
will be placed onto the leftover list at random intervals.
■ Any license that is returned to CPW that took fewer than 5 preference points
to draw will automatically be placed onto the leftover list at random intervals.
■ Customers who obtain a license from the leftover list will NOT have to use
their preference points.

Also even if it had an asterisk, there may not of been leftover tags that could have been a tag was returned before the season

Leftover deer tags after the 1st draw are very slim and after 2nd drawing are pretty much non existent..

Dont mistake leftovers for returned licenses... Big difference there and how they are handed out.

As far as returned licenses well I know of more than a couple of guys who had 6-8 people one had 12 on the Inet going after 1 tag all with the same 1 hunters info and it worked for a couple one guy got one of the great archery elk tags from last year. So if you are 1 guy going for 1 license you are starting at a big disadvantage. Thats why all returned licenses I feel should be only given out at stores that have machines and sell licenses at least this way the real person has to be physically in line to get the license and does not have 6-8 family/friends attempting to get a license for them.

Just one of many ways to easily manipulate any on line only system as no one knows who is pushing buttons on a computer, how the computer is working with the server, or other simple tricks/hustles that folks especially scalpers have been using for years to get the best tickets to re sell. I know for a fact folks used these methods and were very successful over every "joe" who thinks unwittingly he has a shot at a returned license.

Giving the high demand tags to the next 5 in line will help but as the commission went back on its word or froze the 80-20% units as creep goes up many units that folks think will be 5+ will be back on the list and back in the hustle..
