Best Wyoming elk unit with 8 preference points? Unit 7?

Thank you all for your help, advice and ideas!
I have a lot more direction now than I did before I started this post and through great guys and great suggestions I now have an idea on what to do and where to start

Cow tags
Another thing to possibly consider is the number of cow tags issued in a particular unit. There are usually a lot more cow tags issued than bull/any elk tags. With that said, there are more cow tags issued in 7 than any other unit in Wyo. Obviously there are a lot of elk...but there are also a boat-load of hunters in 7! Where will the elk likely get spooked in that situation....private ground!
7 is a giant unit but there were a total of 5,000 tags issued in 2014. Unit 16 is a chunk smaller and had 700 tags.
Another thing to possibly consider is the number of cow tags issued in a particular unit. There are usually a lot more cow tags issued than bull/any elk tags. I live in Wyoming and unit 7 can be hit and miss especially during archery season. I have some friends and they hunt it hard and do very well but a lot of times the elk get pressured and go to private which a lot of time is leased. I'm not saying you can't be successful but you need to really watch the property lines.
If I was in your shoes and with the amount of points you have, I would apply in area with limited quota type 1 tag and you'll have a lot less archery hunters. If you rifle hunt it'll be a zoo for a couple days. If you apply for a type 9 area you'll have a lot of bow hunters hunting at the same time.
If your an Eastmans magazine subscriber they just did the MSR for Wyoming with some good info on the limited quota areas.

I don't see how you could draw in 16 w/o max points. Look at draw odds and you will see that only about half the people draw with max points on regular draw. Might luck out in the special draw though. Good luck.
