Yes you can, with certain restrictions.Also unit 63 would be good but all the elk are on INL and you cant hunt there.

A friend told me he drew a really good tag in Idaho but I don't remember where. I'll see him Monday so I will find out then. I've been slightly interested in hunting Idaho so if things go well for him, maybe I'll apply there next year.

The replies you received, was because you asked a very forward question on one of your first posts. Most people would not walk up to someone they just met and ask them about the best place to hunt. That same etiquette tends to apply on hunting forums as well. But those kinds of questions are asked over and over again by new guys on hunting forums. That kind of question, especially when it is one
of their first posts, does not usually go over very well. VANISH said it well, "that is not the kind of question to ask".
I hope you hang around, share your experiences and contribute. If you do, you will likely develop relationships with guys who would be more then happy to give you some advice. If the advice is specific, it is usually shared in PMs (personal messages) so its not out there for the whole world to read.
