Yes, Tag and license fee I believe. If unsuccessful you will get tag fees back, minus the app fee.

Yes, you have to pay it all up front in NM. You will get the tag fee back if unsuccessful but not the license fee. It can be quite a gamble if you put in multiple family members. I think by the time I get myself, my wife and both kids entered for elk, deer and antelope it’s something like $5k upfront. (Non Residents).
