Does anyone know if there's a GIS server out there for that country that shows the aforementioned 'irrigation districts' as a viewable map layer? Might be a start to zero in.

is there a glossary of terms, where you are seeing this. That might help with the definition of poor access.

Summed up; limited public ground in general or limited access or no access unless permission is granted by private landowner bordering the public. However, many areas with this * limited access comment have tons of land, but only a few access points but a road may run 5-10 miles along the public land. This seems like good access to me so I guess I was simply picking apart the "limited" comment to better understand. Like in the example I listed in my original post.
