If you really wanted to limit the applications why not go back to forcing everyone to pay up-front for all their tags and license? You would eliminate everyone who couldn't afford to pay all that $$ up-front then wait for their refund.
That's the way it used to be.
I'd be fine with that for NR, which includes me.
I think residents of any state should have as few roadblocks as possible when it comes to hunting opportunity.
In Oregon where I live, having residents pay up front would increase my odds greatly. However, this is a monetary roadblock to someone with a wife and a couple kids who hunt. Making resident hunters pay for all tags up front will eliminate hunters just because they don't have the disposable income.
For nonresidents of any state I think it is a fine idea. Hunting out of state is a luxury, and I expect to pay extra for it.
