Question about CO drawing

I probably should have figured this out before the draw...

person A has 1 pp
person B has 0 pp

unit 1000 1 pp required, but not guaranteed (DOES NOT GET DRAWN)
unit 2000 0 pp required, but no leftover tags


person A's application looks like this:
1st choice: unit 1000 (DOES NOT GET DRAWN)
2nd choice: unit 2000


person B
1st choice: unit 2000

Does person B have any sort of preference over person A because unit 2000 was his first choice?

Yes, All tags allocated go to first choice applicants, resident as well as non resident. If there are more 1st choice applicants than tags, than it is lottery ( or luck of the draw ). If there are more tags available than first choice applicants, then they start with second choice applicants. In your example above, person b would draw a tag easier than person a. However If there are enough tags and not enough applicants than person a COULD draw the same tag as person b AND recieve a preference point. Person a has learned how the preference point game is played!

Dang. I screwed up our applications then.

Archery-We put 1st choice 71 (with 1 point). It appears that we didn't draw. We then put 2nd and 3rd choices as places that we had roughly 50% with zero points. I didn't realize that meant 50% of people that said 1st choice. Our 4th choice was 444 and it has always had leftovers, so that will be our only shot. Looks like it will be 444 or a new game plan for us.
