It is just what the story said. He didn't wait long enough to ensure that the bear was dead. One story that I read said that he went after it almost right after he shot it.

The warden said he was attacked as he RAN UP TO the bear. Who the heck would do that? A "Seasoned Hunter"? I think not.
I was thinking the same thing. My hunch is something was lost in the translation of this story..
Perhaps a guy who has hunted in the past several times. This does not make him an expert or seasoned hunter. For example, I've been married and talking to my wife for 20 years and still don't 'understand' her or any other woman!
