Over all I like the change. Hopefully it will help with the points problem? I think it opens the door to some "abuse" as mentioned earlier with having a family member or friend right behind you in line to pick up the tag you just turned in. I think that would be minimal though? I would hope they have some type of process of getting the tags back on the leftover list that takes a day or two which would prevent this from happening. It will be interesting to see how many less tags are returned prior to the season opener now...

Easily, you simply sign forms to release otherwise HIPAA protected info. Done all the time. Then the third party can release info. directly to the designated party, CPW in this case.

Problem is one thing that a person thinks is an extreme medical emergency might not fit another's definition. I think they are eventually going to have to at least list what constitutes this situation.

I like this rule. I had a buddy that didn't put his time in scouting this year for a highly coveted elk tag. I went to hunt with him for his tag. We spent the three days prior scouting and he didn't like what he saw so he turned it in the last afternoon. That tag could have gone to someone that would have used it. Now he will draw it again next year and take the chance away from someone else.

I am dismayed by the stories of hunters turning their tags in just before the opener because they didn't scout enough. New rule sounds good to me.
