Draw odds Quota vs. Hunting Regulation Quota

I was wondering why the Draw odds quota vs the quota in the Hunting Regulations don't match. For example, the 2014 draw odds section of the G&F website shows Elk area 54 type 1 as having 30 successful residents and 0 successful non-residents while in the 2014 Elk Hunting Regulations show a quota of 50 licenses. Landowner tags? I assume the Draw odds page is more correct. Just wondering why this is, Thanks.

You're partially correct. There were 5 tags drawn for 54-1 in the two NR PP Draws and 15 of those 20 missing tags would have gone to resident and NR landowners to account for the total of 50 showing in the Final Regulations section.
