Wyoming General Tag question (from a newb)

Might be a dumb question but here it goes-

Looking at the Wyoming general elk tag. Non residents have a decent shot with pp's

Residents, however, had over 20,000 tags and only about 3000 applicants. So what happens to those 17k tags? do thos turn into OTC tags that NR's can buy?

Non residents cannot buy a OTC General tag. They have to get it thru the draw. I don't know why they put down 20,000 tags for a quota, there is no quota on general tags for residents. They are simply OTC if you do not draw a LE tag.
