Wyoming Elk Hunt

I am looking at most likely taking my dad to Unit 38 in Wyoming for elk next year and am starting my research. We would be going for the Type 1 Rifle tag.
I've read that roads may close due to snow. I was wondering if anybody who has hunted the area knows any major roads that are likely to close, or if it is not likely that they will close? We will likely go the first week of the season.
What can I expect for terrain? Is it a sit and glass type of area or just keep walking through the timber kind of area?
I appreciate any advice you have on this unit!

I apparently can't stay awake long enough to sit and glass, but I think you could do it both ways in that area. There are some open ridges and meadows to watch and also some timber. This year there was not any snow to speak of until after the season. First week of the season I would say it's unlikely to have the roads shut down. But we occasionally get a heavy wet early snow that might cause problems. If the highway is open, the gravel roads are probably ok. It was a little crowded first week but people were super nice
