Wyoming Draw Odds

In the spirit of the upwards $1.5 Billion Powerball that is making people I work with go crazy and day dream non-stop. I decided to do my version of day dreaming and was looking at the random draw odds for some of the Wyoming elk hunts that I will probably never get to go on since I am too far behind in the points chase.

My current understanding is all unit draws include a small tag allocation to the random draw. However, when I was looking at the draw odds it appeared that some of the units the quota for the random draw tag is 0. Is that correct or does the state at least give 1 tag per hunt area/type?

Some ares offer so few tags that there would not be any random tags offered.

I think typically there has to be at least 4 tags allocated towards either the regular or special draw pool for one to go into the random draw. They allocate 25% of the available tags for each respective pool to be reserved for the random draw.
