What I have found out anything with Nf or wilderness there is going to a lot of outfitters,outfitter drop camps and just a lot of people. It's seems like whatever OTC unit u go to it seems like lots of people, the areas with the most rugged terrain the pressure is less but guessing still lots of people. I think the best thing is look for high elk population and do a lot of google earth and just go for it and hunt hard.
I'm a complete rookie but I would get in touch with the outfitters that work in the area and tell them what you are doing. I am hunting in a wilderness area and emailed the guy who runs camps there. I gave him my exact plan of attack and asked if I would be walking right into his camp. He said he would be packing people in the last couple days of my hunt but that I should be moved on by the time his people are hunting. It also gave me a chance to ask him to pack my meat out. Dont look for them to give you coordinates to their drops ,but it is in their best interest not to have people wandering around the area that guys have paid them thousands of dollars to get to.
