How does a guy take advantage of the '365 day' license? When do you apply for the point, so you can apply two consecutive years on the same hunting license? anytime between march 5th and 19th (pref and bonus point period)?
You don't have to wait until the period when it's points only to apply for points. They just extended the deadline so if someone misses putting in an app they can still purchase points for an additional 2 weeks. Application period usually opens last Monday in January for applications and points and closes early March then an additional 2 weeks for just points.

So basically buy your license last week of February and apply 1st year then apply early February the next year and get 2 years out of 1 license. I'm sure this loophole will be closed one day but take advantage while you can.

I bought and applied on March 4 of this year, so I can technically apply in 2016 after the apps open?

What if I luck up and draw a tag for 2016, will I need to buy a new license or will be app be voided?

As long as you apply on or before March 3rd 2016 you will be good. I was also nervous about my app being voided at first, but the license only has to be good to apply. You won't have to even buy another one to hunt if you draw and it expires. Some guys were asking the same questions last year and someone posted a link to the regulations that cover this. If you look through the Utah section it is in there somewhere but it would probably be easier to find on Utah Dept of Wildlife though.
