Region Y as a 2nd Choice

I would like to select a "Blue Chip" unit as a 1st choice and Region Y as my 2nd choice in hopes of being able to hunt Region Y this year.

Is Region Y a sure thing for a tag as a 2nd choice?

If you look at the random draw you will see it has had leftover tags the last few years so you should draw it easily 2nd choice.
