I applied for a preference point as my first choice elk and an easy to draw area as second choice and got it; however, now I can't go... When I apply to get my refund can I keep my point and get my money back since I drew the tag on 2nd choice?

Yes. You already gained a point so they won't take it from you. You can just get a refund for your second choice tag.
