If you list on your application to purchase a PP and draw the tag. Do you get a refund or the point or what happens.

This is the correct answer.
You pre pay in Wyoming (if you opt for the pp option at draw time) and would therefor get a refund, unless you drew 2nd choice, in which case they would keep your point money and give you a point.
