thanks for the help in advance, my question is, if i buy an otc license for unit 71 can i hunt unit 70 with the same license?

You can find the answer to this question in the Colorado big game application booklet. Just look up OTC tags for elk in the index at the front. You can hunt any unit listed on the map on that page. http://cpw.state.co.us/Documents/RulesRegs/Brochure/BigGame/biggame.pdf
