If that was the case he would never shed his velvet. He would grow antlers but never become hard horned. Increases in testosterone is what makes the antlers calcify and the velvet shed.Is it possible that he is a "cactus buck?" I've heard stories about people catching fawns and if they are a buck, they castrate them. Supposedly, if you do that they will never shed their antlers.
I've never seen this myself, but always thought it would be interesting to know if it was true.
