MRS Elk Valid Units

In the MRS section for Colorado. Some of the units have the same valid units but the public land percentage and the terrain difficulty ratings are different. Why is this? I can't find any difference in the unit descriptions in the Colorado Regs.

The stats on each row are for just the unit in the first column, not for all the valid units, except that the draw stats are the same.
