Lightweight, windproof/waterproof and SILENT out layer

Looking for suggestions.

I have a Marmot Primaloft jacket that a good insulating layer, I picked up a Frogg Toggs jacket cheap, thinking it would be quiet, but it's pretty noisy in the woods.

So, I'm looking for an outer layer to go over the Marmot.

I have used the Cabela's MT050 GoreTex rain gear for several years. I consider it to be fairly light weight, but not sure how it stacks up against back packing light weight gear. It packs small, and is quiet even in sub freezing temps when some fabrics get stiff and noisy. I have worn it in some downpours over the past several years and it has kept me dry.
