left over question/proposal?

So looking at what tags were still available after the initial 3 rounds of drawing. I was pondering if there would be some changes that would benefit every one? So correct me if I am wrong, but they have a set number of tags available for residence then a set number for preference point non res and then random non res. So what I am wondering is if there are 200 tags for res and 30 for non res, would it benefit everyone if the following played out?

Res 1st choice 100 tags drawn
Res 2nd choice 30 tags drawn
Res 3rd choice 10 tags drawn

That leaves 60 tags still available, which this year were placed in a left over random draw.

Non res 1st choice 25 drawn
2nd choice 5 tags drawn but 35 second choice picks so 30 didn't draw
3rd choice 0 drawn 30 3rd choice picks

Would it help to apply left over tags from the resident pool to the non resident or vice versa if it was the other way around?

Maybe I am over thinking it?

Resident deer and antelope are drawn first, any leftovers are currently applied to the initial nonresident quota.

That may change someday.
