I haven't seen anything with the release date but the second mule deer draw doesn't even happen until July sometime so... my guess is sometime middle or end of July???

I received a leftover list in the mail about the time I got my otc elk and antelope tags. I didn't see anything that I was interested in. It was mostly eastern plains, private land only, and whitetail only.

I think what your referring to is the leftover or second draw list. It's different from the leftover list of licenses to purchase. I think that is what the OP is referring to?

It very well could be a different list. I think I selected a preference point and to receive the leftover list so I figured it was the same, just an earlier look at it.

Gents go to the new data pull on the DOW page. Believe its labeled 2015 Elk Draw recap. Go to your hunt and it shows what is leftover for the leftover drawing, apps due 7 July. You can also interpolate between that data and the asterisks next to the hunts in the Big Game planner to get a pretty good idea what will be on the leftover list that goes on sale in person and phone Aug 4th and online Aug 5th
