The south eastern part was good a few years ago. South of Idaho Falls in the Tex Creek and Palisades areas. If you choose to go there for your hunt PM me and I can give you a few places to look.

North Idaho, Tick Fever Country
Up North in the Clearwater region there is an early cow season near crop land. Lots of acres in the transition zones where farmers would kiss you all over for killing an elk that has been beating their crops up all summer. The nice thing about these transition zones, not much wolf problems so there are good elk numbers. Hell, there's more elk next to farms than there is in all of the back country wilderness areas. All those back country elk have been eaten. Pretty sad...........................

I think the elk are showing up more and more on farm ground because the wolves have pushed them out of alot of their traditional areas. We are seeing more elk here on the palouse in the last few years too.
