Am not an expert at judging these things, but this my two cents. It's difficult to tell. There are a few views he looks good, mass low, avg. prong above ears, others not so much, prong at or below ears. Can't tell if he hooks down on top either, can't really see much detail. He does appear to have potential to my eye, but I'd need a better pic to say for sure. If the fuzz at the top is horn in the best view, he may very well be 14 1/2"-15", just can't tell, so he may not break 14".
One of the best antelope we've taken in my family is not tall, but his horns turn down after 10" or so, what I call hooks down, about like a candy cane, and that added just about 5" on each side. We almost passed him, then I got a slightly different view when he turned his head and told my wife, he's good, take em. Never scored him, but bet he's just a couple inches from a book head and we were that close to walking away when glassing him. They are devilishly difficult for me to judge even with a good pic or in the field.
