Help me understand

I am contemplating starting the process of building sheep points in Arizona and from reading on the game and fish website they say that they are bonus points not preference points yet if you look at the draw statistics for the bonus point pass they show not a single tag being drawn by anyone with less than max points. Am I misreading the draw statistics? I know the odds are always slim on sheep anyway but I want to know that if I start applying now I will at some point have the possibility of drawing but if there is no way to draw in the point round without max points I feel it would be fruitless for me to start building points now. Another question that arises then is are there typically any tags given to non residents on the random pass or does the 10% cap get eaten up on the bonus point round typically? Seems like finding actual draw stats especially for resident vs non resident odds and all of that is not easy for Arizona like it is for most states. Thanks in advance for any clarity and help you guys can give me.

Nevermind I figured it out, the bonus points have been treated like preference points for a long time and now they have set aside 5% for the preference(bonus) draw and another 5% for the bonus(1-2) draw
