Help me understand the Elk draw process

I am a little confused about the general tags versus the LQ tags. Looking at the odds report, the general tags are all lumped into one category. Does that mean that you can hunt any unit listed as general in the state? If you draw a general you can only hunt areas 3, 6, 9, 10, etc. but you cannot hunt ANY of the LQ areas. Am I correct on this and turning myself all inside out, or am I way out in left field?

Yes, you are essentially correct. A general tag holder (for elk) can hunt any area in the state that has a general season, while limited quota tags are area specific for the most part. Some general areas have limited quota hunts as well (i.e. reduced price cow/calf tags, full price cow/calf tags) so you just have to watch the specifics for the area that you're hunting in.

I think non-residents can only hunt general tags in the particular region that they apply for. Am I wrong on this? I don't think they can hunt in any general areas of the state. Anybody know?

For general deer, NR's are limited to a specific region. For general elk, there are no region designations so a NR can hunt any general season in the state.
