Goats in the lower 48?

Let's rank the best goat states in the lower 48, I'm not even sure of all the states that have mtn goats/huntable populations? I almost never read anything on goats in the lower 48 other than this state has them, and here are the units. Perhaps none of the states really stand out over the others, especially compared to AK and Canada?

Feel free to edit my list/enlighten me. Did I leave a state out?

trophy quality in order:
Nevada
Utah
Washington
Oregon- only residents can hunt unless you win a raffle tag?
Montana
Idaho
Colorado
Wyoming

Tags Allocated:
Utah
Idaho
Montana
Colorado
Nevada
Washington
Wyoming (only 1 non-res tag I believe, or is it only 1 tag total and both non-res and res are in the same pool?)
Oregon- no non-res tags except in raffle

Montana
Montana has great opportunity but low trophy quality - other than a few super hard draw units. Oregon and Washington have the big goats, from what I gather.

According to Eastmans Utah and Nevada have the best goats in the lower 48.

Montana, Washington and Idaho probably give the most tags.

To me any mature goat is a trophy. I wouldn't kill myself over making sure the goat I shot was some arbitrary line in the sand long.

When I move back to the lower-48, hopefully I'll have enough points to have a shot.

I agree, I just want a mature billy with some nice fur. They make a beautiful mount for sure.

Just kinda curious, I never read much on billies in the lower 48, aside from best units in a particular state or drawing odds, very little on state vs. state
