Idaho has lots of over the counter doe tags for youths, some few hunts in certain units(mostly archery , blackpowder or shortrange hunts) otc for adults ( believe most adult otc doe tags for centerfire are whitetail only hunts) and lots of draw doe tags

Every state is different, and you have to be dedicated to root out all the particulars. In Wyoming, when you want to apply for a "female" tag for elk, deer, or antelope, look for Type 6 or 7. They are generally reduced price, and at least in the case of antelope you can apply for multiple tags. After the initial draw, you can also check the leftover list, but most of those tags tend to go very quickly, or there is an access issue in that unit. Get on the states Game & Fish website, and spend some time this winter getting familiar on navigating it.

One of the better doe opportunities available near you is in Kansas. They have special doe seasons Jan-March.

Nebraska also has some late does seasons through mid January.

You'll probably find most western state that have them are draw, midwest i.e Nebraska and Kansas are probably OTC and good tags. Those doe are bombers compared to our non agriculture doe in Wyoming.
