Cow elk in area 59

My friend wants me to go on a cow elk hunt with him in area 59. We hunted 61 a few years back and did well. All those tags are sold out. Whats 59 like for access and available land to hunt? He just ran this by me last night but I will do some research before I buy a tag. Any info would be appreciated.
